Guoqi Chen 3932916d5c unix: switch to Ubuntu 24.10 in Dockerfile
ubuntu 24.04 introduced support for qemu-loongarch64, and ubuntu 24.10
introduced support for the cross-compiler gcc-loongarch64-linux-gnu, so
we can temporarily switch to ubuntu 24.10 to discard the extra links
introduced by loong64 and switch to it when the next ubuntu LTS version
is released.

chenguoqi 51546915a6 unix/linux: update to gcc 13.2.0, qemu 8.0.3 for loong64 and and Go 1.21.0 for all
Running `GOOS=linux GOARCH={amd64,arm64,loong64,mips64le,riscv64} ./mkall.sh`
produces no changes, as expected.

Update Loong64's cross toolchain to support for the ELF psABI v2.0 relocs [1].

Updates #58784.

Guoqi Chen 5059a07aa4 unix: implement Ptrace{Set,Get}Regs using PTRACE_{GET,SET}REGSET for Linux

chenguoqi 7a75290698 unix/linux: update to glibc 2.36
Support for LoongArch has been merged upstream. This allows to
drop the loong64 specific glibc patches.

Because the header file sys/mount.h of glibc 2.36 includes fcntl.h
(commit 78a408ee7ba041fc8d5dbd5f67065b4a982c11e5), this will leads to
duplicate definition of structure stat on MIPS64.  In order to solve
this error, use the custom type my_stat to generate the Go Stat_t.

No changes in generated files.

Update loongarch64-linux-gcc to 13.0.0
- The kernel header file version is upgraded to 5.19

Update qemu-loongarch64 to 7.1.0
- Support for LoongArch has been merged upstream.

Guoqi Chen 6c1b26c550 unix: always zero the higher bits of return value on linux/loong64 syscalls
All loong64 syscalls return values only via R4/A0, and R5/A1 may contain
unrelated content. Always zero the second return value.
