Tobias Klauser a5b02f93d8 windows: add "generate" build tag 
cmd/go supports the "generate" build tag as of CL 175983. Add it to the
files which are just used for generating errors and syscall wrappers.

OpenBSD (like NetBSD) uses sysctl with struct clockinfo to get clock
rate information from the kernel. Add type Clockinfo and the

Tobias Klauser a98ae47d97 unix: on ARM GNU/Linux let Pipe fall back to pipe 
Follow CL 165217 which did this for package syscall.

Android O seems to require Pipe to call the pipe2 system call.
But kernel version 2.6.23 only supports pipe, not pipe2.
So try pipe2 first, then fall back to pipe.

Tobias Klauser 92a0ff1e1e cpu: don't panic on error reading /proc/self/auxv 
On Android /proc/self/auxv is not readable, leading to a panic in init.
Instead of panic'ing in this case, introduce the Initialized global bool
to report whether the CPU features were initialized i.e. /proc/self/auxv
was successfullly read.

Tobias Klauser 41f3e65849 unix/linux: update Dockerfile to glibc 2.29 and Go 1.12beta2 
Drop the manually defined *_XDP constants which were added to glibc.
Install python3 instead of python because glibc's confugure script now

Tobias Klauser 4d1cda033e unix: remove Flock syscall for aix 
AIX doesn't provide a flock() syscall, it was previously emulated in
package syscall by using fcntl. This emulation was removed in CL 152397.
Since unix.Flock wraps syscall.Flock, the build currently fails on aix
without this change.

Tobias Klauser 586ba8c9bb unix: add SyncFileRange on linux/arm 
Use the arm_sync_file_range to implement SyncFileRange.

This is an alias for sync_file_range2 syscall which is already used to
implement SyncFileRange on ppc64x. These have the order of the flags and
offset arguments reversed in order to fit the syscall arguments within 6
registers.

InitModule loads a kernel module from an ELF image. FinitModule loads a
kernel module from a file descriptor. DeleteModule unloads a kernel
module.

These syscalls require the CAP_SYS_MODULE capability.

Tobias Klauser 8cf3aee429 unix: add support for linux/riscv64 
Add syscall wrappers, error constants and types for linux/riscv64

Switch docker image to Ubuntu 18.10 in order to get qemu supporting
riscv64. Also set the uname release string for qemu to 4.15 (the first
Linux kernel version with riscv64 support), because otherwise running
the generating C program in mkerrors.sh on a host with an older kernel
would fail with a "FATAL: kernel too old".

Note that linux/riscv64 is currently only usable using gccgo.

Tobias Klauser d9c697bf0b unix: correct argument order for SyncFileRange syscall on linux/ppc64{,le} 
On linux/ppc64{,le} the SYS_SYNC_FILE_RANGE2 syscall is used to
implement SyncFileRange. This syscall has a different argument order
than SYS_SYNC_FILE_RANGE. Apart from that the implementations of both
syscalls are the same, so use a simple wrapper to invoke the syscall
with the correct argument order.

Tobias Klauser 11551d06cb unix: use pipe2 syscall on FreeBSD instead of pipe

Tobias Klauser c4afb3effa unix: fix TestUtimesNanoAt for filesystems with 1-second resolution time stamps 
Some file systems don't support sub-second time stamp resolution. Handle
these correctly by only checking nanoseconds in case Mtim.Nsec is zero.
