Benny Siegert 0598657881 cpu: avoid illegal instruction on netbsd/arm64 
On NetBSD, this package tries to read a privileged register,
which results in a SIGILL. Use the same workaround as Android and
iOS. In the future, we could use sysctl(3) instead.

Benny Siegert a34e9553db unix: use 64-bit alignment on netbsd-arm 
This is the same change as CL 164458.
netbsd-arm needs the same override to the alignment function as
openbsd-arm. This fixes the TestPassFD failure.
