OpenBSD 7.1 onwards expose the aarch64 ISAR0 and ISAR1 registers via sysctl:
$ sysctl machdep
machdep.compatible=apple,j274
machdep.id_aa64isar0=153421459058925856
machdep.id_aa64isar1=1172796674562
Implement CPU feature detection for openbsd/arm64 based on this information.

Rather than reading in multiple files and concatenating into a string,
pass the list of file names to the function, which in turn can read and
process the list before generating output.
Use sort.Strings rather than handrolling a sort function. Nest errors
where applicable and add usage when run without sufficient arguments
(rather than panicing).

While the linux/riscv64 port is not yet upstream, most of the syscalls package
already has linux/riscv64 support and this will make testing and development
easier.

The pledge code is platform specific, but in no way architecture specific.
As such, drop the +build rule that ties it to specific architectures.
While here also rename openbsd_pledge.go and openbsd_unveil.go so we can
drop the openbsd specific build tags.

The OpenBSD armv7 port requires 64-bit alignment for cmsgs.
Rework the cmsg alignment code to facilitate this.
