windows: add GetIfTable2Ex, GetIpInterface{Entry,Table}, GetUnicastIpAddressTable
GetIfTable2Ex retrieves the MIB-II interface table. GetIpInterfaceEntry retrieves IP information for the specified interface. GetIpInterfaceTable retrieves the IP interface entries. GetUnicastIpAddressTable retrieves the unicast IP address table.
