Using go1.21.3.
Also update code generators to use only the new go:build lines,
not the old +build ones.

unix: add //go:build lines when generating files
...
The //+go:build lines were added by running Go 1.17 gofmt in CL 294490.
Make sure to retain them when re-generating files in this package.
For golang/go#41184 .

Not strictly necessary but will avoid spurious changes
as files are edited.

unix: remove pim sysctl/headers from mksysctl_openbsd.go
...
PIM support was removed from OpenBSD in 2016 and as such, the referenced headers
and sysctl names no longer exist.

unix: replace "mksysctl_openbsd.pl" script with a Go program
...
Port mksysctl_openbsd.pl Perl script to mksysctl_openbsd.go.
mkall.sh script is modified to run mksysctl_openbsd.go. Running
mkall.sh does not generate any git diff besides the command
name in comments of generated files. Any missing build tag is
also added in generated files.
Fixes golang/go#27779
