unix: add ioctl functions on NetBSD

Add IoctlGetInt/IoctlSetInt, IoctlGetTermios/IoctlSetTermios and
IoctlGetWinsize/IoctlSetWinsize on NetBSD. These are similar to the
already existing implementations on Linux, Darwin and Solaris.
