unix: enable TestFchmodat for all Unices

Browse Source 
Now that Fchmodat is available on all Unices, move TestFchmodat to
syscall_unix_test.go and adjust it such that Fchmodat with
AT_SYMLINK_NOFOLLOW in flags is tested where supported.
