Add fs.ResolvePath to resolve symbolic links (#275)
* Add `fs.ResolvePath` to resolve symbolic links `filepath.EvalSymlinks` does not work well on Windows, and can enter infinite loops in certain situations and error out. Use Win32 API GetFinalPathNameByHandle to handle path resolution.
